Hi Jaxov! Okay, I have an iPhone 4S updated to the latest firmware, which is of course, iOS 6.1.3. I have tried all I can in order to get this iPhone jailbroken. The reason for this is that because I want to unlock it so I can use it with other carriers. This iPhone has been given to me but the owner is from another country, so I want to use a SIM card from my local carrier here. I don't think it has been jailbroken before. From what I've been reading, I won't be able to jailbreak since there is no available jailbreak for iOS 6.1.3. I thought maybe I can downgrade to iOS 5.1.1, jailbreak the phone and unlock. I've read that a tool called TinyUmbrella can help me downgrade. Can you please help me?

Good day Benedict! In order to downgrade, there are numerous requirements that need to be fulfilled. Unfortunately, there's no point because there is no available downgrade option for iOS 6. Once your device has updated to iOS 6.x.x, there is no way to downgrade, at least for now. You can't jailbreak iPhone 4S on iOS 6.1.3, only the firmware versions prior to it. However, in your case of having an iPhone 4S, I'm afraid that at this point, you can't restore to other firmware versions other than iOS 6.1.3.
As for the matter of activating your iPhone 4S, the only way that you can do it is to insert the SIM card from the carrier which the 4S is locked to. As for your unlocking options, the best way for you is to find a service that provides IMEI unlocking (be sure to verify that they're legit though) or find a third-party interposer SIM.
Or you know, you could wait until a downgrade option is available for iOS 6.x. As of this time, it's quite unlikely. We wish we could be more helpful, but hope this helps!
