Few things you can try: 1. Make sure you have latest version of Whatsapp. 2. Re-install if you have latest version. 3. Check internet connection 4. Restart iPhone completely. 5. May actually be a Whatsapp server error on their side, so try again in a couple hours and see if it's fixed then.

That's not correct actually! While it hides the Last Seen time, people can still see when you're actually online as the word 'Online' still appears below the person's name.
So when they send me messages will they see that i received it? Or that
influences the "last seen" setting only? For example, they send me a
message and it shows them 1 tick. When i go on and receive the message
will it show them 2 ticks? Or will only go to 2 ticks when i reply them?

It seems that the feature is not yet available for Android yet. So sorry, can't help you yet. Might want to keep an eye for future updates though.
Sure, you can hide yours but you will also loose the possibility of seeing the 'last seen' of all other whatsapp contacts a the same time...
